January 1919 the 18th Amendment to the United States Constitution was passed. The new law came into effect on 16th January 1920.
The past form of "start" is "started." It is a regular verb, so it follows the standard rule of adding "-ed" to the base form to create the past tense. For example, "I start my day early" becomes "I started my day early."

It started in 1919, when the United States government passed the Nationwide Prohibition act and ended in 1933 when the United States government realized what a mess up prohibition was.
