There is no one rule about when to put the presents under the Christmas tree and can depend on whether they are from Santa or not. Wrapped ones not from Santa are generally placed after they are wrapped.
If I understand your question correctly..... The German tradition is to put up the Christmas tree on Christmas Eve. Once that is done the presents are put under the Christmas tree. Children see the tree for the first time at "Bescherung" the gift giving on Christmas Eve. Not sure how many families still stick to the above tradition.

We Dutch have our own Santa who comes end November. He places gifts in the children's shoes which they have put besides the radiator or fireplace. If we give each other gifts during Christmas we put them under the Christmas tree.
Whenever you like, once the Christmas Tree has been set up. But, if you have very young children, who are likely to open up the presents when your back is turned, then I would put the presents out late on Christmas Eve (when the children are in bed).
