Some assimilated Jews do. However in general Jews who exchange gifts in the holiday season do so on Hanukah, not Christmas, a totally different holiday. Hanukah is a celebration of an event in the book of Maccabees (which is not included in most Protestant Bibles) somewhere around 170 BCE.

No. Doing so would constitute one of the observances of Christianity, which is not permitted in Judaism. Only the most assimilated Jews would make such an error. Even during Hanukkah, gift-giving is not traditional, other than the Hanukkah-gelt (coins) given to one's children.

Yes. Because they don't celebrate Christmas they put up blue Hanukkah lights (Since blue and white are their colors).

They can, but generally don't. Christmas is a Christian holiday. It would be like a Christian person lighting a menorah.
