I don't know of any places that sell mermaid tail near Toronto sorry. But to make one yes I do know how to make one :)
First get a monofin
Next get the fabric that you want your mermaid tail to be
Spread the fabric on the floor and sit on it with your legs together and straight
you may need a friend to help with this=get both sides of the fabric and pull them together around your legs
where the sides meet, sew it together but not right to the end!
Next place the monofin at the end of the unsown tail
Next get a eyelettes which are little metal circles that you punch onto cards but works just as well with fabric..
Now get the eyelettes and stamp them onto your monofin and tail do this a couple of times ..
Then voila your done after every so once in a while change the eyelettes because they may get rusty
