Shivratri or Mahashivratri is a festival of Hindus , It is devoted to lord Mahadev (Lord of Lords) and there is no special uniform to celebrate it. Just like other festivals, people celebrate it either in casual or party wear.

A few hundred years ago to scare the evil spirits and demands that appear on October,31. To scare them away kids and adults would celebrate All Hallows Eve and would walk around door to door passing out treats to celebrate the demands ect. leaving and going back to hell.
