With a birthday party - depending on the age of the person, it can either be at the family home with friends, in a bar with friends, or a large event in a hall for "special" birthdays, such as 18, 21, 30, 40, 50, etc
As people get older (into their thirties and up) they tend to think less of birthdays, and not make too much of a big deal about it, unless it's one of the multiples of 10, and then it's usually the family & friends who arrange the party
