A leap year is every 4 years and so 800/4 = 200

... unless it includes a year that is exactly divisible by 100. In that case, an additional rule has to be applied. If a year is exactly divisible by 100 but not exactly divisible by 400, then it is NOT a leap year. If it is exactly divisible by 400 then it IS a leap year. 1700, 1800, and 1900 were NOT leap years. 2100, 2200, and 2300 will NOT be leap years. 1600, and 2000 were leap years. 2400 will be a leap year.

... so if the 800 year span happens to include a year exactly divisible by 100 but not exactly divisible by 400 then there would only be 199 leap years.
