In that case you would usually celebrate it on the following day (ie. March 1st). This is because an anniversary is a mark of a whole year from the day you got married or from the last anniversary. Feb 28th is short of one day for that year to be completed. If there's no Feb 29th that year, then by March 1st, the year would be up. Some people use the 28th of February in non leap years because it is the day before the 1st of March, like the 29th of February, but most with anniversaries or birthdays celebrate on the 1st of March.
