I don't think Pachabel wrote it specifically for weddings, but a lot of people choose to play it at them. It is especially popular among string trios and string quartets who play gigs at weddings because it is an easy piece and it is familiar to a lot of people who might be listening. It also has a beautiful harmony and is usually played slowly which makes it romatic.
The stereotype of Pachabel's canon is that it is hated by cellists worldwide because there are only 4 notes in the cello part and it is extremely boring. If this intrests you, check out "Pachabel's Rant" on YouTube sometime for a laugh :)
