I am an eleven-year-old girl, and personally, stocking-stuffers are some of the best things of the holiday!
Try a cute ring, necklace, lip gloss, coin purse (with a cute, "hip", "funky", or pretty pattern, of course!), earrings (if her ears are pierced), bracelet, or any other little accessory. Cute keychains are fantastic as well!
Clothing-wise, I prefer not to get too much, since clothes seems to say, "I have no idea what in the world you like, so I just got you clothes I thought were cute." That, or it says, "Everything else was too expensive, so I got you cheap clothes." If you get her clothes at all, make sure it's nothing cruddy that she'll never wear, and make sure it fits her personality--a cute saying with a little picture might do the trick for a child-at-heart or a goofball, and a skirt with a matching top would go over well with most "girlie" girls. NEVER get a girl a sweatsuit, unless she wears them often. Shorts and a T-shirt is always safe, but since it's winter, I wouldn't try that.
I have a friend whose nickname is Squid, so I'm thinking about getting her a squid plush toy or a cute squid stationary. Little jokes like this are often loved!
If she is always doodling in that notebook of hers, try taking a peek. If you find lots of clothing designs, try to get her a sketchbook or some kind of a notebook with a clothing design theme. I've seen books that give you a template and a kind of outfit you must create within a time period.
If she's always writing stories, try getting her one of those books you can fill in--be careful about how many pages are in it, though! My aunt gave me one of the empty books, and I was disappointed that there were only five pages with twenty-five words on each page.
If you craft, I suggest making her a funky ring or necklace, depending on her style. Cute, funny, goofy, or random pictures (such as a smiling cupcake) is good for a girl of that style--random, goofy, cute, and funny!
If all else fails, ask her: "What do you want for Christmas?" But don't get her that--get her something of that basic theme, so you know she'll like it. If you get her what she asked for, it'll be obvious and not very surprising. For example, if she says she wants that cool Disney music player that holds fifty songs, get her an iPod with a Disney-themed skin or something.

Most of this could work for guys, too.
