One way to go is to wear a cute dress or skirt with makeup and heels.

Another option is to wear a girly costume like a cheerleader or a princess

Or you could wear a costume a girl would wear. Last halloween, I went as a girly cat. I wore a long black wig, a cat ear headband, a black camisole, a tight black miniskirt, black cat tights, black heels, and of course a black tail. Oh, and a studded collar. I wore very red lipstick and nail polish, mascara, and had whiskers drawn on my cheeks with eyeliner. Less feminine than a princess, but girlier. At the party another girl was wearing a similar outfit to mine, and some people didn't realize I wasn't a girl too!
