2017 is not a leap year because it does not follow any of the rules to be a leap year, like being divisible by 4. The reason it starts 2 days later than 2016, is that the extra day that is skipped in a leap year only starts from the 1st of March, because the extra day is the 29th of February, and then follows into the months of January and February of the following year. Not every date in a leap year skips a day, just ones from after the 29th of February. It is the dates in January and February of the following year that have skipped a day, and once you get to the 1st of March in the year after a leap year, you are back to being one day ahead again.
