A person born on the 29th of February only has an actual birthday every leap year, however, such a person still gets a year older every year, as we all do, and would normally consider the last day of February (whether it ends on the 28th or the 29th) to mark the end of another year of their life. Whether such a person would have an actual birthday celebration on the 28th of February, in a non-leap year, or would only celebrate during leap years, is really up to that person.
