A wedding officiant is the person who is legally marrying the couple. The officiant may be affiliated with a particular religion or may be a civil figure (like a justice of the peace.) In either case, the officiant must be authorized to conduct weddings in the state in which the wedding will take place.
I believe the correct term is "wedding officiant" if you are looking to put their name in a wedding pamplet I have also seen Officiate used.

Legally, all you need is an authorized officiant and two holders of the same marriage license. Everything else is optional.
No you do not have to have a preacher .First check with you states law when you get your marriage licence . But some of the people who can perform wedding ceremony are judge's, justice of peace, mayor, city clerk and notary public to name a few.

Marriage is a legal status and a marriage license is required in the United States. A Christian minister cannot perform a marriage ceremony without a valid marriage license. There would be no valid marriage. A ceremony in which two people commit under religious or social constructs is generally known as a commitment ceremony or is given a specific name by the religious sect.
