What I've noticed is that Santa's presents fit with the family of the child and what they can afford. I would say that's because he doesn't want to upset things - if a family is rich, the child might not like a small, simple present or clothes. If the family is not rich, the parents might be upset by seeing expensive presents they never could afford to get themselves. Maybe Santa thinks about the child and their whole family and remember his job is to bring happiness not give everyone the same thing. I think you'll see love in each present - that's the rule.
