It was President Woodrow Wilson who originally declared Armistice Day to recognize the service of military members from WWI.
Congress (the only body with the power to declare holidays) changed it to "Veterans Day" following the Korean War as recognition for all US Veterans, past and to come.
In 1954 Dwight D. Eisenhower was president of the United States. He officially declared November 11th to be Veteran's Day.

Thanksgiving became an official Federal holiday on 26 November 1863. President Abraham Lincoln established that it would be celebrated on the last Thursday of every November.
Martin Luther King, Jr's birthday became a national holiday on November 2, 1983 when President Ronald Reagan signed the bill. It is celebrated on the third Monday in January. President George H.W. Bush declared the day it is to be celebrated in 1992.
