There are 30 days in February in a leap year. A leap year occurs every four years, and in these years, February has 29 days instead of the usual 28. This extra day is added to ensure that the calendar year stays in sync with the astronomical year.

February will have 30 days in the year 7008. The reason for this is basically due to the same reasons we have leap years every four years (mostly). In the year 1752 the month of September was reduced by twevle days due to the fact that century years not devided by 400 still had leap year status i.e. 100,200,300 et. By 1752 there were 13 such years. because of this, these years were deducted from the month of September. However ONLY 12 day were removed.

The reason for this is that, in the calander sense, there were 13 years, however in a mathematical sense there were only 12 1/4 days. I assume since 1/4 is less than half the 13th day was not also deducted.

However, that quarter day will not go away and, in fact, will eventually become a 1/2,3/4 and finally a full day. Since it took until 1752 for a 1/4 day to be accumulated, it will take another 1752 years times 4 for a full day to be accumulated. That year will be 7008 a leap year, and also the year that February will have 30 days. One day for the normal accumulation of annual time for four years and one day for the accumulation mellennial time.

Conceivably, since fractional seconds also accumulate, somewhere in the very distant future there could be a February 31st--if civilization is still around to count the fractional seconds.
