The ceremony normally has to take place at a (state) designated location (a church/temple or registry office). A marriage is both a public (it is a open public ceremony with witnesses) and a private (the celebration party) event. IT must also be conducted by a person with the legal authority to conduct the ceremony (A state registered/licensed person). This may be a priest, a government official or in certain circumstances a ships captain. A public record must be made of the marriage by the conducting official, the couple and some of the witness. On copy of this document is given to the couple, the other is retained by the state.
