I don't have a complete list of those presidents that were at other places than Arlington National Cemetery on Memorial Day but here are some recent times when that was the case: -President Ronald Reagan was in office for eight years and only went to Arlington four times. In 1981 he was recovering from being shot. In 1983 he was in Williamsburg, Virginia. In 1988 he was in Moscow. -President George H. W. Bush was in office for four years and never went to Arlington once. He was in Maine three of those times and in Rome the fourth time. -In 2002 President George W. Bush was at Normandy in France on Memorial Day. -President Barack Obama was in Chicago in 2010.
To create an advent wreath, start with a circular wreath base and place four candles evenly around it. Light one candle each Sunday leading up to Christmas. Decorate the wreath with greenery and other symbols of the season.
Luther Place Memorial Church was created in 1873.
The memorial was officially dedicated by President Dwight D. Eisenhower on November 10, 1954, the 179th anniversary of the Marine Corps. In 1961, President John F. Kennedy issued a proclamation that a Flag of the United States should fly from the memorial 24 hours a day, one of the few official sites where this is required.
It is customary for the President of the United States to lay a wreath at the Tomb of the Unknown Soldier at Arlington National Cemetery every Memorial Day. However, sometimes scheduling for the President prevents this from happening and his appointed representative takes his place. In recent history the Presidents who have participated in this ceremony have been: • Ronald Reagan (1981-1989) - Reagan only participated 4 times during his 8 years in office, once he was recovering from being shot, once he was in Moscow and once he was in Virginia. I don't know where he was the 4th time he missed the event. I believe Vice President George H. W. Bush went there those 4 times instead. • Bill Clinton (1993-2001) - Clinton was in office for 8 years and participated 8 times. • George W. Bush (2001-2009) - In 2002 Bush was in France and he sent Deputy Defense Secretary Paul Wolfowitz in his place. • Barack Obama (2009-?) - In 2012 he sent Vice President Joe Biden because Obama was in Chicago on that day. George H. W. Bush (1989 - 1993) did not go to the Arlington ceremonies at all during his 4 years as President. I believe Vice President Dan Quayle went instead.
There are no "rules" regarding the placement of the Advent Wreath; however, it should be placed in a prominent place so it can be easily lit.
