Factories often located in China and staffed with sweatshop laborers. in fact, if you think about, the (fictitious) story of Santa's workshop is basically about Santa running a sweatshop... no compensation for the elves (who do all the labor) is ever mentioned, and their only purpose there is to build toys. Given the number of children in the world, it's ridiculous to think that production needs could be met in just a single season, so we're probably talking about year-round forced labor.
Elves help Santa by running the factory, helping to make the toys, monitoring the nice and naughty lists, feeding the reindeer, and doing whatever else they can. They are all volunteers of course, though.
