The Uniform Monday Holiday Bill was enacted in 1968 to make several three-day weekends for federal employees by moving certain holidays from their original date to a Monday. It went into effect in 1971. Memorial Day was one of the holidays so affected and the date of its observation was moved from May 30th to the last Monday in May, whatever date that is.
