The months after June were originally just counted using the Roman names for the number. (Septembe=7, Ocober=8, etc.). Later, both Augustus and Julius Caesar named months after themselves and usurped the 7th and 8th spots. Rather than rename the subsequent months they were just pushed two spots over. As a consequence November, the original ninth month became the eleventh month.

Interestingly Augustus felt his month was as important as Julius' month and deserved an equal number of days - as a consequence both July and August have 31 days.
