That really depends on the situation. In a mixed crash (bicycle vs car) the car will just about always be safer.
OTOH bicycles travel slower, can't catch fire, can't trap you inside them etc, etc. This means that for some types of accidents, a bicycle will be safer.
But then there's the question of what you're comparing with. Bikes are slower, so if you look at risk vs covered distance, you'll get one answer. Look at risk vs travel time you get another ASO.
