Yes, squirrels infact can swim very well. All mammals can swim. However squrrels rarely would do this except in the case if they were trapped in a tree, and had to jump, or if there were two squirrels on one piece of land, one squirrel would have to move, and sometimes it may swim across a waterway.
I wouldn't say swim, i would say crawl up if the toilet in question hadnt been used in ages, i mean ages...

No. It is illegal, because it supplies drinking water, and swimming causes contamination. but the dam has a public swimming hole with toilets,BBQ facility's and picnic area at the base of the dam

You might not believe this but me and a friend were fishing at a nearby river and we saw something swimming across but couldn't work out what it was. We then realised that it was dragging something , turns out it was a squirrel with its tail out the water. How random! once, I had an inflatable pool in my back yard and a squirrel swam across to the other end, but then drowned because it coudnt jump out of the pool. so, they can swim, but i think they cant jump out of inflatable pools.
