You simply delete it. Right click the folder and select 'delete' from the menu that comes up. Likewise, you can select the folder so that it is highlighted and press the 'delete' key on your computer's keyboard. Another way is to click and hold the folder and drag it overtop of the recycle bin, then let go of it and it will automatically move it there. Putting a folder/file into the recycle bin does not delete it, there is one more step to fully removing it from your computer. You can double click the recycle bin to open it up (it should look similar to a normal folder when you do this, with a few different options) and somewhere in the window you should see the option 'empty the recycle bin'; clicking this will permanently delete all files and folders from the recycle bin. The other way to empty it is to right click the recycle bin and select 'empty the recycle bin' from the menu.

You can reconfigure the recycle bin so deleted files don't go there. Just right click the recycle bin, select properties, check the "Do not move deleted files to the recycle bin" checkbox You can't, the recycle bin is required to stay permanently on your computer to rid of files you don't need.
When you delete a file or folder from your computer then it does not permanently deleted from your computer, it goes in recycle bin folder. Recycle bin allows users to browse deleted files, undelete those files that were deleted by mistake, or delete them permanently.
The technic launcher shortcut is in the recycle bin just open the recycle bin folder and restore it.
If you only deleted it from the favorites, in should be in the recycle bin and can be recovered. If you emptied the recycle bin, there is little you could do except make a new folder and attempt to replace everything in the folder that has been deleted.

When you right-click on a folder on the hard drive and choose Delete, the folder and its contents are typically moved to the Recycle Bin (on Windows) or Trash (on macOS). This allows for the possibility of recovery unless the Recycle Bin or Trash is emptied. If you delete the folder using Shift + Delete, it bypasses the Recycle Bin and the files are marked for deletion but may still be recoverable until overwritten by new data.
Right click on the folder and press delete. Then it should automatically be sent to the recycle bin.
Move said file into the Recycle Bin and then proceed by emptying the Recycle Bin.
To remove a DCIM folder or any file from the Recycle Bin on a Windows computer, open the Recycle Bin, locate the DCIM folder or file you want to delete, right-click on it, and select "Delete." Alternatively, you can select the file and press the "Delete" key on your keyboard. If you want to permanently delete it without sending it to the Recycle Bin, hold down the "Shift" key while pressing "Delete." This will bypass the Recycle Bin entirely.
