Bicycles as a rule haven't got reverse gears. There are a few rare 2-speed hubs, where pedalling backwards will engage the lower gear. The bike will still move in the same direction though.

In practical terms you're better off putting your foot down and and pushing backwards with that.

If you insist on being able to pedal backwards the cheapest way to set that up would be with a so-called fixie. A fixie is a bike w/o freewheel, so whichever direction you push the pedals in the bike will go.

Otherwise I suppose one could build something up around a planetary gear somehow.

It would be possible to build a freehub with opposing ratchet mechanisms that would allow a shift from forwards to reverse with a lever.
