However, most typically there would be no licensing requirements, hence no age restriction, respecting mopeds--which are, essentially, bicycles--not much different than a motorized scooter. While restrictions in the form of ordinances on use of such personal conveyances (and/or toys) as sometimes encountered--such as limits on their use on sidewalks--rules for moped use most often fall outside the purview of statutory law. Or, from another viewpoint, whatever "rules" might be said to apply to bicycles could be deemed to apply as well for moped (bicycles).\

It depends on how many "cc" it has. If the moped if under 50cc than yes it's legal, but if the moped is over 50cc than no, is's illegal.
In the UK you have to be 17 to be able to drive a car on the road. At 21 you can drive a goods vehicle. At 16 you can drive a moped.
