Depends on what you mean. Legally there are no restrictions about riding a bicycle on the road, but in terms of parental responsibility it's recommended not to let kids ride alone until they're at least 10. They can handle the bike way before that, but they need more maturity before they're able to keep track of traffic.
It's probably the other way around - how young do you have to be to be allowed to ride on the pavement.
Generally speaking riding on pavement/sidewalks is usually prohibited(unless they're clearly marked as bike paths). The exception being kid's bikes which are usually legally seen as "toys" rather than "bicycles". A kids trike for instance is usually OK on the pavement/sidewalk, probably even a small bike with trainer wheels on.
