By U.S. law, carbon is not a listed hazardous waste nor is it characteristic hazardous waste. That is not to say that carbon has no hazards. For instance, spent activated charcoal will need to be characterized as to the hazard of the adsorbed chemical. Charcoal, by itself has restrictions under DOT HazMat shipping regulations because if it is stacked on skids higher than 4-feet, it can hold and build heat and auto-ignite from the friction from vibration produced during road transport.
