A power assisted (electrical) bike will only add power as long as the rider is pedalling. Stop pedalling, and the bike stops.
A moped OTOH will behave like a slow motorcycle, start the engine and off it goes. Doesn't matter if you're pedalling or not.

They're the same thing. Technically, "power-assisted steering" is more correct, since the car is helping you turn the steering wheel, and not doing it all for you.
What the difference between process piping and power piping?
Power assist has a brake booster, which is a vacuum assisted unit. I dont know the exact formula for the multiplying of force, but it at least doubles the effort of the drivers effort on the pedal. Power operated....bend the steering wheel to stop if you're not ready.

There really is no difference.
If the moped is power driven, you obviously require insurance policy for the same. Further, whether the moped plys in private or public road is also a factor. In the later case only, insurance policy will be required.
