First off, there are several sizes that all are called 26", so you've got say 2 x 1/2" of uncertainty there already.
Then there are different width/thickness of tires, also adding uncertainty, maybe 2 x 1". again
Then there's the fork, the headset, the head tube, the stem and the handle bar all bringing their contribution to the overall height of the bicycle.
So all you can say is that you have to have the wheel + tire + fork + head tube + stem. Something like:
26" + 2x2" + 3 + 4 +2= no less than 39" But can be a chunk more.
