I think you've gotten your phrases confused, there's no such thing.
A high-wheeler was a direct drive bike with the pedals stuck directly onto the axle of a huge front wheel. Due to the rider sitting practically straight above the front wheel axle, they tended to flip over during hard braking.
Safety bicycle was the name given to the the chain-driven bikes with equally sized wheels that weren't as prone to flipping over, as they had the rider positioned quite a bit behind the front wheel axle, just as on a modern bicycle.
First off the high wheel and the safety bicycle are two different kinds of bicycles. James Starley didn't invent the high-wheeler but he built them and improven on them. His nephew, John Kemp Starley, is usually considered the inventor of the Safety bicycle, with its chain drive and equally sized wheels.
The "safety bicycle" with rear wheel drive and same-size wheels.

The Penny-Farthing bicycle worked by using a large front wheel and a smaller rear wheel. The rider sat high on the large wheel and used leg power to move it forward. This design was eventually replaced by the safety bicycle, which had two wheels of the same size, making it more stable and easier to ride.
No one. The word is "bicycle" and the first really popular and commercially successful "velocipede" design was invented by French blacksmith, Ernest Michaux in 1863. A simpler and more elegant solution than the Macmillan bicycle; Michaux's design included rotary cranks and pedals mounted to the front wheel hub. In 1868, Ernest Michaux founded Michaux et Cie (Michaux and company), the first company to manufacture velocipedes with pedals commercially.Penny FarthingThe Penny Farthing is also referred to as the "High" or "Ordinary" bicycle, and the first one was invented in 1871 by British engineer, James Starley. The Penny Farthing came after the development of the French "Velocipede", and other versions of early bikes. However, the Penny Farthing was the first really efficient bicycle, consisting of a small rear wheel and large front wheel pivoting on a simple tubular frame with tires of rubber. Safety BicycleIn 1885, British inventor John Kemp Starley designed the first "safety bicycle" with a steerable front wheel, two equally-sized wheels, and a chain drive to the rear wheel.
The Ordinary had a large front wheel with direct pedalling. A high seat and a small rear wheel. Braking was rather primitive. It took skill to mount and dismount the ordinary bicycle, commonly known as the Penny Farthing.
It was an early type of a bicycle*****The penny-farthing (also known as: high wheel, high wheeler and ordinary) had a large front wheel directly driven by fixed pedals, with a small rear wheel. It took quite some skill to ride.
the front wheel was bigger than the back wheelThe most unusual thing about the Penny-farthing bicycle is that it was a high wheeler. The front wheel of the bike was very high while the back wheel was very small. The penny farthing ( also known as the high wheel, high wheeler and ordinary) has a large front wheel and a small rear wheel. It had a very large front wheel, and a very small rear wheel. It also had a direct drive via the cranks to the front wheel. It had a single brake that worked on the front wheel. It took a lot of skill to ride one and not fall off! The Penny-Farthing was sometimes known as a high wheel, high wheeler or ordinary.
A bicycle with a huge wheel in the front- Apex Just took the quiz and its correct :)
"Boneshaker" was a colloquial term for the first bicycles with pedals - so named for their shaky, uncomfortable ride. A number of inventors contributed to the evolution and design of the modern bicycle, but credit for the first successful design & commercialization goes to Pierre and Ernest Michaux of the Michaux Company. In 1867, their Velocipede debuted. History remembers this "Boneshaker" as the first "true bicycle," because it had two wheels, a seat and pedals. However, it wouldn't be until the 1869 debut of the high-wheel or ordinary bicycle that the public would begin to use the term.
