My "knee jerk" reaction answer to this question would be more jobs available ON the reservation. This way residents do not have to travel outside their communities for work and will not be forced to socialize with "urban" American. The problem I see with this is it would bring more urbanization to the reservation. Maybe if land taxes were elliminated for Native American residents who reside on reservations, food costs were lower, education opportunites available, the reservation could survive without having to impliment outside help and therefore provide jobs such as farming and teaching to benefit the communities.
