There should be a boost line going to the actuator. Pull that and attach a line with a pump and gauge. When you apply pressure to the actuator it should move. Should take 8-12 lbs of pressure

You need to command the PCM/TCM into line pressure test mode using a scantool. Otherwise you can control current into the PCS solenoid with a variable power supply if you are doing a bench test only.

Find the fuel line or where the fuel injectors are and fallow the fuel line they are connected to and at some point you will find a connection much like a tire connection that is where you will do a fuel pressure test from
