It is possible you did not complete all of the marriage requirements. There is more you have to do to get married besides having ten hearts. Make sure that you completed all five of his heart events: Gift Visit Lunch Date Gift Visit (again) Request Confession The request is different for each person. Toby will request you bring him a Rock Lobster. You can catch that Spring and Winter fishing off Gull Island. you should talk to Toby when he on his way to work on a sunny day. That, or you're playing as a guy, so you wouldn't be able to marry him (that was a joke, by the way)
