It's a toy for children that used a series of rings within a circular window. When a kid puts a pen in one of the holes, they rotate the rings around (they have gear teeth) and create complicated geometric figures. They were sold in the United States in the 1990s by the trade name Spirograph... they were also popular in the US in the 1950s and 60s.
