If this is a dusk-to-dawn security light, the flickering could be caused by ambient or reflected light striking the cds mounted behind a small lens on the (side of most) cabinet. This causes the light to turn off, the reflected light (perhaps combined with ambient) is reduced the light turns back on and the cycle repeats. On my lamp, the light stays on for 6 - 10 seconds before flickering off and back on under these circumstances.
