The door handle may not latch properly due to a misalignment of the latch mechanism, a worn-out latch, or a loose connection between the handle and the latch.
Just going by the question...I would say that the latch has gotten in "the closed door position". Be sure that the door is unlocked. With your finger lift out on the latch on the end of the door and use the door handle to "open" the door latch.
usually the locking latch in the door is in the closed position. try holding the handle in the open position and opening the latch manually.
The cable between the latch and the handle may be broken or needs adjustement to shorten the cable so that the latch will fully release.
Pull the inner panel and actuate the latch manually.

sounds like a bad door latch mechanism.
You have to pull the inside door panel off. Once removed, look for the door latch mechanism and pry it with a screwdriver. This will release the door.
To fix a door with a broken handle on the outside that won’t open from the inside, first, check if the latch is stuck. Try using a flathead screwdriver to manually turn the latch from the inside if there's a visible slot. If that doesn’t work, remove the door handle and lock mechanism to inspect for any broken parts. Replace any damaged components or the entire handle set as needed, then reassemble the door.
Try spraying the latch mechanism with WD-40. Work the latch a few times and then spray it again.
Very simple to fix. Remove the 2 screws in the handle part of the inner panel, remove and unplug the panel with the lock and window buttons, remove trim ring around door latch, remove inner panel. There is one rivet holding the inner door latch into place. Drill out the rivet and slide the latch forward until it comes out (approx. 1") Remove the 2 rods connected to the latch. Now just attach the rods to the new latch and slide the new latch on the same way the old one came out. You do not have to put a rivet in the new latch. Attach all the inner panels. You can pick up a new door latch from a Chevrolet dealer for around $30 - $40 Same thing happened on my 1999 just before the door handle broke all the way. Replace the inside door handle. I shopped on the internet and got a color matching door handle for around $20. When cars start to get this old the unsold parts sitting at the manufacture gets sold cheap to clearing houses.
Try checking the latching assembly on the door. If it snaps shut before the door colses, it keeps the door from closing. With the door open, look at the assembly while pulling the door handle to open. Use a screw driver and snap the latch that holds the door shut down. It should pop back and reset. Worn out door hinge pins and bushings lead to poor alignment and damage to latch and striker pin.
