Military medals and insignia that you have earned are entirely appropriate for a black or white tie event when wearing a tuxedo or a dinner jacket. Wear them the same way you would for the corresponding military uniform - that is "mess dress" or "dinner dress." This generally means miniature medals and devices over the lapel of the jacket. Ribbons for which there is no medal, and and large medals should only be worn with the military uniforms.

im guessing a suit or tux In truth it depends on if you are military or civilian. If you are in the military going to a military ball, most will require you to come in your dress uniform. Some will allow you to wear a tux. If you are civilian you should were a tux.

you wear shorts in the Summer which is the same as Canada (Sometimes). In the Winter it is not that cold do you can sometimes wear shorts. you probly want to wear a jacket in Winter though.
the white parka? if so its a canada goose jacket; arctic exploration type jacket I believe that the parka is a Canada Goose "Expedition parka" but not 100% sure.
Always wear a cover outside. Unless you are in Semi-Formal dress.

Though the President is the Commander in Chief of the U.S. Armed Forces, he is a Civilian Government leader, and as such, is not authorized to wear a military uniform in that office. Only Active Duty military and Veterans under certain circumstances are allowed to wear military uniforms. There are however, Flag officers who are sometimes appointed to civilian government positions, and though they are authorized to wear them, they typically wear civilian clothes rather than their military uniforms. They are authorized in those cases to wear that attire in those positions. One example is former Army General Colin Powell, who, while still an active General, was appointed as National Security Advisor by President Reagan.
AR 670-1 para 1-10 E e. Wear of military and civilian items. (1) The wear of a combination of civilian and military clothing is prohibited, unless prescribed in this regulation or other authorization documents approved by HQDA. Not hard to find, just read.
The RAF doesn't allow people to mix military and civilian clothing at all.
