Taiwan is called the Republic of China, a separate country from the People's Republic of China. At the end of the Chinese Revolution, Chaing Kai-Shek and the Kuomintang fled China and set up government in Taiwan. The existence of the Republic of China has been a contentious issue between Taiwan and mainland China.
To be precise, the democratic government, as Republic of China(Taiwan) is defeated by the communist government as People's Republic Of China(China), so the democratic government escape to Taiwan, and the communist government create a new country in China -- People's Republic Of China. This word might be a little touchy, but this is the truth.

Taiwan has not declared independence, it's official title is Republic of China and the ROC government considers Taiwan to be a part of China (region) not controlled by the communists.

Taiwan is an island which has a different government than the Chinese mainland because the losing non-communist forces during the Chinese civil war fled to Taiwan leaving the communists to take over the mainland. The official title of Taiwan is the 'Republic of China'
China has always been an independent nation, although somewhat weak during the 18th, 19th and early 20th centuries. It did not obtain freedom, or independence, from any country in 1949 or any other modern year. A notable event in 1949 was that the Nationalist Chinese government, loosing in battle to the Communists, withdrew to Taiwan. As a result, a Communist government was established in Beijing claiming to represent all of China, and a Nationalist / capitalist government was established on Taiwan claiming to represent all of China.
