In the United States there is no legally required minimum, but the practical cut-off is 24. This is because the youngest most people can graduate from high school is 17, then three years of undergraduate, then four years of vet school.
There really isn't an age limit, but a suitable amount of time is needed for education and gaining experience. Many people start off becoming veterinarian assistants or obtaining volunteer work before pursuing the field full time.
