Between 1800 and 1900, Britain was in the full throes of the Industrial Revolution. The migration of masses into the cities for factory jobs brought to the attention of the Middle and upper classes the need for social reform. The rapid increase in population in the cities resulted in inadequate housing put up that were of poor construction and overcrowded. Poverty was even more pervasive than before, and those who couldn't find work in the factories turned to criminal activity. Perhaps the worst social problem of the time was child labor. Children as young as five or six were forced to work in a factory for twelve hours or more. Reforms began to spring up as a result of good people seeking to improve the conditions of the poor, and end child labor.
