Any leader who has absolute power under a police state is a dictator. A country where there is no court system, no personal freedoms, a rich country with a poor population is a recipe for abuse. "Power corrupts; absolute power corrupts absolutely." There are a lot of suspicions and some evidence of his abuses but, like Saddam Hussein, what the realities are and what will be found when he is gone will tell the story. Sometimes it takes a generation or two for people who have lived a lifetime of oppression and abuse to begin to tell their stories or reveal their evidence.
