According to Wikipedia, they met twice before (in 1934 & 1937) The Queen fell in love with Prince Phillip after seeing him at the Royal Naval College (1939). She was only 13. According to About.com, they met in 1934 at one of Philip's cousins wedding, Princess Marina of Greece. Elizabeth being 13. I believe about.com did their math wrong as Elizabeth would have been 8 at in 1934. Oh, & for extended info... both can say Queen Victoria is their great-great-grandmother. They're 3rd cousins via Queen Victoria & 2nd cousins, once removed via King Christian IX, Denmark.
