It depends what you count as modern. Mary Queen of Scots (1543, which is roughly counted as around the beginning of modern history) became queen before her first birthday, her Father died when she was six days old and her coronation took place when she was six months old. But there was a legal age for ruling a country, just like driving and drinking today so until that age, a young monarch would have someone to rule for them
