All people always have human right because if people don't have any human rights that would be slavery; like something bad, battery, skirmishes, fight, worse bad something. All people should have human rights by now because we are freedom and be equal too. Why all people be equal? Because long time ago white people and black people were not equal. Right now we are equal that called Human Rights.

The charter is a law and the UDHR is a document that isnt legally binding. The UDHR is a decloration countries should follow, not all countries do.
