There are considerable differences of opinion about whether the British monarchy, or any monarchy still serves any useful purpose, or should come to an end, as an institution. The British monarchy used to rule Britain; now Britain is ruled by a parliament, and the monarchy serves only ceremonial functions. The question would then be, how much ceremony does Britain really need, and how much money does Britain want to spend on ceremony? Lots of countries have governments that function perfectly well without a monarch or the accompanying ceremony. Instead of having to get royal assent for a law to come into force, the government just passes a law and it automatically goes into force, just because the government enacted it. In earlier historical times, monarchs claimed to rule by divine right. At the present time it is difficult for anyone to see any reason to believe that God has actually appointed the monarch. All monarchies were originally established simply by the use of military force. We have no record of actual divine intervention being involved in the creation of any monarchy. Therefore, other than a sentimental attachment to the past, there seems to be no reason to continue to have a monarchy. But then, some people do have a considerable sentimental attachment to the past. So the issue remains debatable.

What do citizens do who believe in government by monarchy?

If they already live under a monarchy or constitutional monarchy, they don't have to do anything. In the US, they do without; it is not likely that a move toward establishing a US monarchy would go very far. In most cases in history, countries have move away from and not toward monarchies to handle governmental needs.
