Foreign qualification refers to a business applying to practice outside its state. Corporations and other business entities are only considered "domestic" in their state of origin. When a corporation or LLC wants to practice their business services in another state, they're required to obtain foreign qualification from another state's agency that qualifies the business's operations.
It is unethical in as much as they have the same experience or skill and qualification but on the other hand it is ethical when the foreign worker has a higher qualification than the other person which means that the qualification/s has become an added advantage to him.

My personal opinion is, I honor the degree not matter what the qualification is. If an individual has earned a doctorate in their country, then I refer to them as doctor. It's just a matter of being respectful and polite. However, once again it is only my personal opinion.
