The mythical creatures known as vampires cannot be cold blooded. Cold blooded animals are not always cold, and even actually constantly warm depending on the specific method they use (gigantothermy, poikilothermy, kleptothermy.) Vampires are supposed to be constantly cold, and being warm half the time due to being cold blooded would not make much sense.
Since one of the main methods of ectotherms use to regulate their body temperature is sunlight, vampires would be out of luck there.
Also, being an ectotherm would suggest that they need to regulate their body temperature to facilitate their metabolism. Since vampires are undead creatures without flowing blood, this is completely unnecessary.
Remember--being cold blooded does not necessarily mean you are cold, it just means you use external means of regulating your body temperature.
