Since these little, or big, pesky insects can find their way into luggage, cockroaches can pretty much fly abroad at any time. There is no set time or month that cockroaches are scheduled to fly unless you have a jar of them and keep them as pets or for experimental reasons. And then you can still fly with them at any time as long as they are sealed.
